A licensing authority or free zone answers the same questions all day: which licence fits, which documents are needed, what it costs, where an application stands, when a licence expires. They arrive by phone, email and WhatsApp, in Arabic and English, often after hours, and the officers who answer them are usually the people who should be reviewing applications.
AI agents can take many of those questions. They cannot take the decisions, and in government that line is drawn before anything is built. This guide covers the four agents we would build first on Agentforce, what each needs, where an official stays in charge, and how to test them. Our free zone licensing guide covers the process underneath, and our government websites guide the service catalogue the agents answer from.
Four agents worth building first
Salesforce’s Agentforce for Public Sector offers prebuilt templates and subagents, including Benefit & Licensing Assistance, which walks constituents through eligibility assessments and licensing applications. The page warns that some capabilities may not be available yet, so confirm each one for your org. We would start with these four:
- Service enquiry and eligibility, on the website and WhatsApp. It answers only from approved service content, asks the eligibility questions the service owner wrote, and opens a case or a draft application with the answers.
- Application status and documents, in the portal after sign-in. It reports the stage, missing documents and next step from the applicant’s own records.
- Renewals. The service agent only supports inbound conversations, so a scheduled flow sends the reminder with a link to a renewal pre-filled from the current licence, and the agent answers questions about it.
- Officer assist, in the service console. It summarizes the case, lists gaps and drafts a reply in Arabic or English for the officer to edit and send.
| Agent | Channel | Data and systems it needs | Actions it may take | Where a person takes over |
|---|---|---|---|---|
| Service enquiry and eligibility | Website chat and WhatsApp, open to anyone | Approved service content with owners, and eligibility questions per licence type | Answer, ask eligibility questions, suggest a service, open a case or draft application | Eligibility exceptions, questions outside the content, complaints, and anyone who asks for a person |
| Application status and documents | Portal after UAE PASS or Nafath sign-in, or WhatsApp after verification | The applicant’s own application, licence and case records, with document expiry dates | Report the stage and next step, list missing documents, send the upload link | Requests to change, speed up or reverse a decision, and disputes over documents |
| Renewals | Reminder sent by flow on WhatsApp, SMS or email, then the portal | Licence expiry, document validity, unpaid fees and compliance flags | Open a pre-filled renewal, answer questions, list expired documents | Late fees and fines, waivers, changes of activity or ownership, flagged accounts |
| Officer assist | Service console, staff only | Case history, applicant record, approved content, reply templates in both languages | Summarize the case, list gaps, draft a reply | Every decision and every message sent: the officer approves both |
What the agents need
Approved content with owners. Agentforce grounds answers in a Data Library of Knowledge articles, files, web search or custom retrievers, and Data 360 must be activated before you set one up. Leave web search out of a government agent and load only approved content, taken from the same service records the website publishes, so each fee is stated once. Each service needs an owner who approves both languages, and a review date.
Records and integration. Status comes from application, licence and case records in Public Sector Solutions and Service Cloud. Payments, immigration and other authorities’ steps reach the agent only when their status returns to the record through MuleSoft or direct APIs, so the integrations decide what the agent can truthfully say.
Identity before personal data. Applicants sign in to the portal with UAE PASS in the UAE or Nafath, SDAIA’s national access app, in Saudi Arabia; our licensing guide covers which UAE PASS account levels to accept. A service agent on a logged-in Experience Cloud site runs as that user, under their permissions and sharing rules. Visitors and people verified in chat get an agent user with minimal access, and context variables identify them without granting access. On WhatsApp a phone number proves nothing: send a one-time code or a sign-in link before any status answer.
Guardrails and handover
The UAE Charter for the Development and Use of Artificial Intelligence makes human oversight one of its principles. For a service agent that means three rules: answer only from approved content, act only on the applicant’s own records, and hand over before anything that commits the authority.
Handover runs through the Escalation subagent and an Omni-Channel flow, and the conversation history goes with it. The agent tries the transfer once per session; if no officer is free, the flow ends and the agent carries on. After hours that is the normal case, so the fallback matters: open a case with the question, the service and a callback request in the applicant’s language.
As of October 2026, Salesforce’s language support page lists Arabic as Beta and warns of inconsistencies when retrieving information. Only agents built in the new Agentforce Builder switch language within a conversation. Approve content in both languages, and send Arabic conversations the agent cannot serve to an Arabic-speaking officer.
The public sector page says every agent action is logged and auditable. Decide who reviews the logs and what counts as a defect: an answer outside approved content, a status shared before verification, a lost handover.
Testing before launch, measuring after
Build the test set before the agent, from real call centre, WhatsApp and email questions in Arabic and English, including Gulf dialect, mixed Arabic and English, and Arabic typed in Latin letters. Add the hard cases: an exception request, an angry complaint, a question about another authority’s step, a request for someone else’s file. Agentforce Builder previews in Simulate mode with mock data or Live Test mode with real data, and Test Suites (Beta) in Agentforce Studio run batches of scenarios and show the expected and actual subagents, actions and response, with a pass or fail. Salesforce says to run them in a sandbox, never in production, and suggests setting the pass mark against how accurately a person does the same task.
After launch, track per service:
- Containment, read against repeat contact: an answered question followed by a phone call is a miss.
- Handover quality: whether the officer received the service, the applicant and the question, so nobody is asked twice.
- Accuracy: sampled transcripts checked against approved content.
- Complaints and corrections that involve the agent.
- Each measure split by Arabic and English, since Arabic is in Beta.
Agentforce Session Tracing, which shows every step of a session, requires Data 360.
Our work with free zones and government
Arcsen is a Salesforce Summit partner with offices in Dubai, Riyadh, Jeddah, Doha and Cairo, and our delivery is Arabic-first.
- Innovation City (formerly RAK DAO), on Public Sector Solutions and Agentforce: company formation, agents and commissions, concierge services, visas and fiat or stablecoin payments run on Salesforce, with registration in minutes on Agentforce. Arcsen was one of the partners behind the Agentforce registration launch, which our case study describes.
- Government of Ajman: portals built on Experience Cloud and case management on Service Cloud.
Where to start
- List the questions your call centre and WhatsApp team answer most, by service and language.
- Fix the content for those services: one approved record each, with an owner and a review date.
- Launch service enquiry first, since it needs no personal data, and add status once sign-in and access have passed testing.
- Write down what stays with officials and the handover path for each case, out of hours included.
- Run the Arabic and English test set in a sandbox and agree the pass mark with service owners.
Frequently asked questions
Can an AI agent approve or reject a licence application?
It should not. The agent explains, collects answers and reports status, and hands approvals, rejections, exceptions, fines and appeals to officials with the conversation history.
Does Agentforce support Arabic?
Salesforce lists Arabic as Beta in its language support documentation. Test every answer in both languages, and route Arabic cases the agent cannot serve to an Arabic-speaking officer.
How does the agent know who it is talking to?
In a portal the applicant signs in, for example with UAE PASS or Nafath, and the agent runs as that user. On WhatsApp, verify with a one-time code or a sign-in link before sharing any status.
Can the agent send renewal reminders on WhatsApp?
The service agent only supports inbound conversations, so a scheduled flow sends the reminder with a link to a pre-filled renewal, and the agent answers questions about it.
What does Agentforce for Public Sector include?
Prebuilt templates and subagents for government work, such as Benefit & Licensing Assistance, Complaint Intake and Compliance, with pre-configured actions. Confirm which are available in your org first.
