Public Sector

Arcsen is a Salesforce consulting partner for government and public sector organizations across the Middle East. We implement Salesforce Public Sector Solutions, Service Cloud, and Experience Cloud, digitizing citizen services, licensing and permitting, and case management on secure, integrated platforms.

Arcsen builds citizen service platforms for government entities and public-sector organizations across the Gulf: Salesforce case management, licensing and permitting, Agentforce, and Arabic-first digital channels, delivered by teams who understand how ministries actually buy and run technology.

Where the value is

Citizen experience is now a published KPI.

Citizen 360 & case management

Every request, permit, and interaction in one record, so the citizen never repeats their story and the entity never loses the thread.

Licensing & permits

Application-to-approval flows with document checks, inspections, and status tracking, so the queue becomes a pipeline with owners and clocks.

Agentforce for 24/7 answers

Opening hours, requirements, application status: answered instantly in Arabic and English by AI agents, with clean handover to case officers.

Arabic-first digital channels

Portals and content on Sitecore built right-to-left from the start and meeting national digital-service standards.

Programme visibility

Dashboards leadership actually opens: volumes, resolution times and satisfaction, per service, per channel, per language.

Salesforce industry solutions

Licences, cases and grants, on a product built for government.

Salesforce sells Public Sector Solutions for government work. We configure it for each authority's services, portals and approvals, in Arabic and English.

Ras Al Khaimah

A free zone’s company lifecycle, on Salesforce.

Innovation City, formerly RAK Digital Assets Oasis, is Ras Al Khaimah’s free zone for technology companies, from Web3 and AI to gaming, robotics and health tech. Arcsen implemented Public Sector Solutions, Service Cloud and Marketing Cloud there. Arcsen was also one of the partners behind its Agentforce registration launch.

Company formation and changes

Incorporation for companies and freelancers, then shareholder, name and address amendments that request the right documents and generate the new ones. Nominee, nominator, trustee and trustor roles are managed across entities, succession included.

Agents and service providers

Agents onboard by entity type, with beneficial owners screened at the start. Their portal separates the companies they incorporated from the ones they referred, and their amendments route through sales and finance approvals.

Commissions

Tiered rules by agent type and request type, calculated automatically when a deal closes, with release dates set by policy and a commission statement for every agent.

Concierge services

Service providers raise value-added service requests on a client’s behalf, staff raise them inside Salesforce with fees captured, and a request left idle sends a reminder before the team is alerted to reassign it.

Payments in fiat and stablecoin

Several payments per request, extra fees collected mid-amendment when visa items apply, and stablecoin or fiat collection with real-time status, settlement confirmation and automatic reconciliation to the record.

Visas, permits and renewals

Visa applications and payments from the agent portal, work permits and employment contracts generated from templates, and licence renewals that check document expiry and compliance items on schedule, with exceptions routed for review.

Agentforce: company registration in minutes

Innovation City and Salesforce launched what they describe as the world’s first AI-powered company registration platform of its kind, built on Agentforce. Company formation that used to take days now completes in minutes. Arcsen was one of the Salesforce implementation partners that helped bring it to life.

  • Guardrails first. Every agent works within defined parameters, permissions and controls, with full auditability.
  • People handle the exceptions. Routine registrations run end to end, and anything that needs judgement goes to a person.
  • Speed follows. A clean workflow and trusted data are what make minutes possible.

Sharjah

From lead to liquidation, one platform.

Sharjah Research Technology and Innovation Park is a free zone and innovation hub in Sharjah. Its company lifecycle runs on Salesforce Public Sector Solutions, from first enquiry to liquidation, with Experience Cloud portals for customers, agents and partners and bilingual outreach on Marketing Cloud. Arcsen is the implementation partner. The platform is live.

Company setup and licensing

Enquiries from web forms, campaigns and events become leads, then accounts with a full customer view. FZE, FZC and branch applications move through name check, shareholders, documents, e-signature, an automated compliance risk rating, invoicing and approval, ending with the licence.

Amendments, renewals and liquidation

Six amendment types, from change of activity to beneficial owners, run as workflows with approvals, generated documents and e-signature. Licence renewals with advance reminders, NOCs and letters, attestation and liquidation follow the same pattern.

Visas and immigration

New visas, visa renewals and immigration cards run as workflows, each linked to a contact under the client company. Through the portal, companies also apply for pre-approvals, establishment cards, e-channel registration, visa amendments and cancellations, and employment contracts.

Customer, agent and partner portals

Customers request letters, amendments, renewals and value-added services online and pay by card, wire transfer or direct deposit. Agents register, incorporate companies and apply for freelancer permits, with commission calculated by agent tier. Partners track service requests and performance.

Facilities and leasing

Facility profiles, move-in and move-out requests, utility billing, facility letters and clearances sit alongside the full lease cycle: new leases, amendments, renewals, expansions, cancellations and terminations. Customers reach these services through their portal.

Bilingual marketing and insight

Marketing Cloud runs email, SMS, WhatsApp and push campaigns in Arabic or English, following each contact’s preference. Advertising Studio adds advertising audiences to those campaigns, and Marketing Cloud Intelligence reports campaign performance, channel attribution and return on investment.

Dubai

Sixteen steps, eight authorities, one record.

The Dubai Supreme Council of Energy regulates LPG trading in Dubai. Licensing an LPG cylinder distributor runs through 16 steps, from legal entity registration with the Department of Economy and Tourism to the DSCE permit and registration with the Ministry of Energy and Infrastructure. Arcsen is moving that process from forms, email and paper into one tracked digital workflow on Salesforce.

  1. Legal entity registrationDET
  2. Distribution model declarationDSCE
  3. Supply agreementValidated against the declared model
  4. Land and premisesDCD and SIRA approvals
  5. Facility inspectionScheduled and reported
  6. Fleet complianceVehicles and drivers
  7. ESMA certificationNational standards
  8. Final inspectionOutcome and approval notes

  10. Final SIRA NOCIssue and acknowledgement
  11. Permit and activationDSCE permit, MoEI registration

Authorities involved: DET, DSCE, SIRA, Dubai Civil Defence, RERA, RTA, ESMA and MoEI.

Rule-driven stages

Each stage carries its own rules, required documents and outputs, and hands over when its conditions are met. Once the MoEI certificate is validated, the DSCE payment request issues automatically.

Documents, NOCs and inspections

Uploads are versioned and validated against each stage’s requirements, NOCs are tracked to issue, and facility and fleet inspections are scheduled with results captured on the record.

An applicant portal

Companies apply, track every stage, pay permit fees through DubaiPay and download approved permits and receipts from one dashboard.

SLAs and a full audit trail

Every submission, inspection and authority interaction is logged. Dashboards track SLAs, and overdue actions trigger email and SMS alerts.

The regional picture

Government here moves faster than business.

01

National visions set the bar

Vision 2030 and the UAE’s digital agenda publish service targets in public. The platforms underneath must report against them as well as process the work.

02

Citizens compare you to their favourite apps

The benchmark is the best super-app on their phone. Paper-era workflows wrapped in a portal are visible instantly, and punished in ratings.

03

Security is a design input

Data classification and security review shape the architecture from day one. We design for your framework from the first workshop.

Questions we get

Asked by every entity, answered straight.

Can Salesforce meet government security requirements?

Architectures can be designed for classification and audit requirements. We scope the security review with your teams early, because retrofitting compliance is how programmes stall.

How fast can a citizen service go live?

A scoped service (one journey, measured) beats a two-year platform. We stage rollouts so leadership sees working services early, then scale what works.

Which languages do you deliver in?

Arabic and English: Arabic-first interfaces, case taxonomies and consultants, with English in parallel. Talk to the team.

How much of a free zone platform is custom-built?

As little as possible. The design starts from standard Public Sector Solutions features such as action plans, document generation and e-signature, and adds bespoke work only where it returns clear value, to keep maintenance and technical debt down.

How is a free zone programme phased?

In releases. The Sharjah Research Technology and Innovation Park programme began with the CRM, registration and licensing foundation, followed by post-registration services, the customer portal, the agent portal, facilities with the partner portal, and marketing. Each release runs through workshops, design, build, integration testing, user acceptance testing and hypercare. The platform is live.

Build services citizens actually praise.
