Free zone licensing on Salesforce, from company setup to renewal

A free zone sells speed. Investors compare how long it takes to get a licence, lease an office and bring staff over, and they notice every form that asks for something they already submitted. Behind that promise, one company’s life with the authority touches an application, shareholder documents, approvals in several departments, visas, a lease, fees, amendments and a yearly renewal. Those steps often sit in separate systems, shared inboxes and PDFs, and an agent filing for many clients cannot see where each one stands.

Salesforce’s Public Sector Solutions gives a licensing authority a data model for applications, a portal template for applicants and approval flows for reviewers. A free zone adds what the template leaves out: company structures, visas, leasing and payments. This guide maps the lifecycle stage by stage, then covers portals, UAE PASS sign-in and where Agentforce fits. Our public sector outlook sets out the wider picture.

What Public Sector Solutions provides

Public Sector Solutions is Salesforce’s product for government, one of the Salesforce industry clouds we implement. Salesforce’s Trailhead training describes its licensing lifecycle as outreach and intake, application review, inspections where the authorization type requires them, and issuance or renewal, configurable for many kinds of authorization and for local, regional or national agencies. Three parts matter to a free zone:

  • A data model for applications. Submitted applications are stored as business licence application and individual application records. A preliminary application reference keeps the applicant’s form data before they submit, so a long application can be saved and finished later, and business profiles hold the legal structure, operating name and tax identifier.
  • A portal for applicants. A site template for licences and permits gives applicants a prescreening form that works out which authorizations their business needs, application forms whose steps change with the answers, document uploads and a dashboard with the status of each application.
  • An approval flow for staff. Submission starts a flow that runs from Submitted and Application Accepted through an inspection phase to Approved and the issued licence. Admins can skip stages that do not apply. Reviewers check eligibility, documents, fees and compliance from a queue of items to approve, with the approval history on each record, and a rejected application can be resubmitted.

Trailhead’s worked examples include a hairstylist’s licence, so expect configuration: a free zone sets up its own legal forms, activities, shareholder rules, document lists and fees.

Company setup to renewal, stage by stage

The template covers intake, review and issue. A free zone’s lifecycle runs much longer. This is how we map it on Salesforce:

Stage On Salesforce Decide early
Enquiry and prescreening A lead or prescreening form that suggests the licence, activities and legal form, from the website, the portal or an agent Who owns the lead: sales, licensing or the referring agent
Application and documents A guided application with name checks, shareholders and beneficial owners, and documents checked at each stage Documents per legal form and activity, and how passports and corporate papers are verified
Review and approvals Compliance and risk review in the approval flow, plus tracked tasks for other authorities’ approvals and no-objection letters What runs in sequence or in parallel, and who can reject
Licence issue The licence and certificates generated from templates in Arabic and English, with e-signature where it applies Document templates, numbering and who signs
Visas and permits Visa, work permit and establishment card requests linked to the employee and the company, with contracts from templates Which steps connect to immigration systems and which stay manual
Leasing and facilities Leases from application to termination, move-in and move-out requests and facility letters, in the customer portal Salesforce or a property system for leases
Fees and payments Fees per request, payment requests at the right stage, and payment status reconciled to the record Which system invoices, and which payment gateway applicants use
Amendments and renewals Amendments as workflows, and renewals that check document expiry and compliance on schedule Reminder timing, grace periods and what blocks a renewal
Liquidation Closure with clearances from finance, leasing and visas before the licence is cancelled The clearance list and who confirms each item

Two rules keep the model honest. Every stage writes to one company record, so a visa officer sees the licence status, lease and unpaid fees without asking. And every step that depends on another authority is a task with an owner and a due date, because that is where applications stall.

Portals for applicants, agents and partners

Experience Cloud sites host customer portals, partner portals and web applications on the same data as your staff. A free zone usually needs three kinds of external user:

  • Company users who apply, pay, upload documents and track requests for their own company only.
  • Agents and corporate service providers who act for many companies. Their portal should separate the companies they incorporated from the ones they referred, and show commissions where the authority pays them.
  • Partners, such as banks and service providers, who see only the requests routed to them.

Design the sharing model before the screens. An agent who can see another agent’s clients is a data protection incident, and sharing rules are harder to change after go-live than page layouts. Test every portal page in Arabic on a phone.

Signing in with UAE PASS. Applicants in the UAE expect to sign in with the national digital identity. Salesforce lets you add OpenID Connect or custom authentication providers to an Experience Cloud login page and use the provider’s data to enrich the user’s profile. Two UAE PASS rules shape a licensing portal. The Emirates ID number is returned only for verified citizens and residents at SOP2 and SOP3, and never for visitors. And only those verified accounts can sign documents, because SOP1 accounts are unverified. Decide which account levels each service accepts, and keep a route for overseas shareholders who have no UAE PASS.

Where Agentforce fits

Most questions a licensing team answers concern requirements and status: which licence fits, what is missing, where the application stands. Those suit an Agentforce service agent on the portal or WhatsApp, within limits Salesforce documents. The service agent only supports inbound conversations, messaging conversations end 24 hours after they start on most channels, and a session closes after 72 hours. Long applications live in records, the agent reports on them, and reminders go out through flows.

Staff get agents too. Salesforce launched Agentforce for Public Sector in August 2025 with actions that recommend code violations, help calculate regulatory fees, create documentation, draft follow-up emails, and summarize and group complaints. Arabic is labelled Beta in Salesforce’s language documentation, so plan human review of Arabic answers. Keep eligibility exceptions, rejections, fee waivers and refunds with people, and write each agent’s handover rules before anyone builds it.

Our work with free zones and government

Arcsen is a Salesforce Summit partner with offices in Dubai, Riyadh, Jeddah, Doha and Cairo. Our public sector work includes:

Where to start

  1. Map one licence type end to end. Take your highest-volume legal form and list every form, document, approval, fee, letter and outside authority it touches, in Arabic and English.
  2. Model the company before the requests. Agree how companies, shareholders, licences, visas and leases relate before anyone designs a screen.
  3. Settle identity and sharing. Decide which UAE PASS levels each service accepts, what overseas shareholders do without it, and what each agent and partner can see.
  4. List the integrations. Payment gateway, immigration, finance and document signing, each with an owner on both sides. See how we approach integrations.
  5. Choose a first agent. Requirements and status questions make a good start, with a written rule for when a person takes over.

Frequently asked questions

Does Salesforce have a product for licensing and permitting?

Yes. Public Sector Solutions includes a licensing data model, a portal template for applicants and approval flows for reviewers, covering intake, review, inspections and issuance or renewal.

Can a free zone run company formation on Public Sector Solutions?

Yes, with configuration. The free zone defines its legal forms, activities, documents and fees, and can run visas, leasing and payments on the same platform so every request writes to one company record.

Can applicants sign in to a Salesforce portal with UAE PASS?

Yes. Experience Cloud login pages accept OpenID Connect and custom authentication providers. UAE PASS returns the Emirates ID number only for verified SOP2 and SOP3 citizens and residents, so decide which account levels each service accepts.

Does Agentforce work in Arabic?

Salesforce’s documentation lists Arabic as Beta for Agentforce agents. Plan human review of Arabic answers and a quick handover to an Arabic-speaking officer.

What should a licensing agent never decide?

Eligibility exceptions, rejections, fee waivers, refunds and anything else that commits the authority. The agent answers questions, reports status and hands the case to a person.
