Agentforce for real estate developers: from enquiry to handover

An off-plan sale in the Gulf can run for years between the first enquiry and the day the buyer collects the keys. Along the way the developer answers the same questions thousands of times: is this unit still available, what is the payment plan, when is the next instalment due, how is construction going, when can I book my handover inspection. Many of those questions arrive at night, on WhatsApp, in Arabic. They are a natural fit for an AI agent. The price negotiation, the sale and purchase agreement and anything involving money are not, and the line between the two is what this guide is about.

Salesforce has no dedicated real estate cloud. Its real estate solution combines standard products, including Agentforce, Sales Cloud, Data 360 and Marketing Cloud, so the design work goes into the process.

Which agents do what

Salesforce has renamed its agents several times in the past year, so here is what each kind does in a developer’s business.

  • A service agent for buyers and residents. Agentforce service agents resolve common enquiries on their own and escalate complex or sensitive ones to people through Omni-Channel Flow, and the conversation history goes with them. They run on WhatsApp, web chat, SMS and email, and Salesforce’s Agentforce Voice handles calls.
  • A sales agent for enquiries. The agent Salesforce first called the SDR agent became Lead Nurturing, and in September 2026 Salesforce added Piper, an inbound lead agent aimed at B2B sales and marketing teams. The buyer engagement agent asks discovery questions such as budget and timeline, writes a qualification summary and hands the lead back to a salesperson once a meeting is booked.
  • Agents for your own staff. Agentforce for employees runs in Salesforce, Slack and mobile. For a sales consultant, that means asking for a buyer’s history, the units that match a brief, or a draft follow-up in Arabic, without leaving the record.

There is precedent. Salesforce’s story about Lennar, a US homebuilder, describes an agent that answers questions, books home tours and creates leads by SMS and web chat. It handles overnight enquiries, which the story puts at 30% of Lennar’s inbound leads.

From enquiry to handover, stage by stage

Stage What the agent does When a person takes over
1. Enquiry Answers project questions from approved content on the website, WhatsApp and phone, at any hour. Captures contact details and consent and creates the lead. Broker and agency enquiries, bulk or VIP buyers, complaints, and any question the approved content does not answer
2. Qualification Asks about budget, timeline, unit type and purpose. Writes a summary on the lead and books a meeting with a sales consultant. Questions about investment returns, mortgages or residency, and any buyer who asks for a person
3. Sales gallery visit Books, confirms and reschedules the visit, and sends the location and parking details The visit itself. The consultant sees the full conversation first.
4. Reservation and SPA Explains the steps and the documents required, and reports progress to a verified buyer Price, discounts, unit holds, contract terms, cancellations and any payment instruction
5. Payment plan For a verified buyer: next due date, amount, receipts and statements Rescheduling, waivers, penalties, hardship and disputes
6. Construction Answers “how is my building progressing?” from published, approved updates Delays, completion-date commitments and compensation
7. Handover and snagging Books handover and inspection appointments, lists the documents needed, logs snags as cases and reports their status Disputes over defects, final settlement and refused handovers
8. Community services Answers residents’ questions, books amenities and opens maintenance and permit requests Complaints, emergencies, legal notices and data protection requests

The right-hand column matters more than the middle one. Every commitment about money, contracts, dates or compensation stays with a person, and the agent’s job is to hand over cleanly, with the conversation and the details it has gathered, so the buyer never repeats themselves.

Platform limits to design around

  • The service agent answers; it does not start conversations. Salesforce says the service agent only supports inbound conversations. Construction milestones, instalment reminders and handover invitations are outbound messages, so they need flows and approved WhatsApp templates sent as business-initiated messages.
  • Long processes need cases. On WhatsApp, SMS and signed-in web chat, the conversation window ends 24 hours after it starts, and a service agent session closes after 72 hours. A snagging list that takes three weeks lives in a case, with the agent reporting on it.
  • One org per WhatsApp Business Account. Salesforce links each enhanced WhatsApp channel to a WhatsApp Business Account and does not support one account across two orgs. A sandbox counts as a separate org. Developers with several brands or companies should settle the account structure early.
  • Arabic is labelled Beta. As of October 2026, Salesforce’s documentation marks Arabic as Beta for service agents, employee agents and Agentforce Voice. Each voice agent works in one language. Plan human review of Arabic answers, and a quick route to an Arabic-speaking person.
  • Verify before you disclose. A service agent uses a signed-in buyer’s own portal access, and a dedicated agent user for anonymous visitors and buyers verified in chat. Share unit, payment and account details only with a verified buyer.

Rules the agent has to respect

An agent speaking to buyers is part of your sales and marketing operation, so the rules that govern those apply to it. Confirm the detail with your legal team, but four sets of rules shape the design.

Escrow in Dubai. Under Law No. 8 of 2007 on escrow accounts for real estate development, buyers’ payments for off-plan units go into the project’s escrow account. The agent should never generate, change or confirm bank or escrow details. Those come from official documents and from people.

Advertising in Dubai. The same law says a developer may not advertise off-plan sales without the Dubai Land Department’s written authorization, and DLD requires a Trakheesi permit before any real estate marketing campaign, with the permit number in the advertisement. DLD said in February 2024 that advertisements must also include a QR code so investors can verify the property data. Whether an agent’s replies about a project count as advertising is a question for your legal team. The safe design is that the agent only quotes content that marketing and legal have approved for permitted projects.

Off-plan sales in Saudi Arabia. The Real Estate General Authority issues off-plan sales licences, and in November 2025 it launched instant licensing and automated escrow account opening with several local banks. The same principle applies.

Personal data in both countries. The UAE’s data protection law (Federal Decree-Law No. 45 of 2021, in force since 2 January 2022) requires consent you can prove and that people can withdraw. It lets people object to direct marketing, and to automated decisions unless the processing is agreed in their contract, required by law or consented to in advance. Free zones with their own data protection laws, such as the DIFC and ADGM, sit outside it. Its Executive Regulations, which start a six-month compliance period, were still pending in March 2026. Saudi Arabia’s Personal Data Protection Law came into force on 14 September 2023, with SDAIA as the competent authority. For an agent, that means capturing consent at the first enquiry, honouring opt-outs on every channel, and keeping a person in any decision with real consequences for the buyer.

Where to start

Start with one stage. Two work well as a first agent. Enquiry and qualification shows results fastest, because every night-time WhatsApp enquiry that gets an answer and a booked visit is visible to the sales team the next morning. Community services after handover often carries high volume and low commercial risk. Either way, write the agent’s job, data, actions, Arabic review and handover rules on one page before anyone builds it.

Frequently asked questions

Does Salesforce have a real estate cloud?

No. Salesforce’s real estate solution combines standard products, including Agentforce, Sales Cloud, Data 360 and Marketing Cloud, under its Engineering, Construction and Real Estate industry area.

Can an Agentforce agent answer buyers on WhatsApp?

Yes. Agentforce service agents run on enhanced WhatsApp channels, as well as web chat, SMS, email and voice. They handle conversations the customer starts, and hand over to a person with the conversation history.

Can an Agentforce agent send construction updates and payment reminders?

Not as the service agent itself, which only supports inbound conversations. Proactive updates and reminders use flows and approved WhatsApp templates sent as business-initiated messages.

Does Agentforce support Arabic?

Yes, with a Beta label. As of October 2026, Salesforce’s documentation marks Arabic as Beta for service agents, employee agents and Agentforce Voice, so plan human review and a quick handover to an Arabic-speaking person.

What should a real estate AI agent never do?

Negotiate prices, interpret contract terms, promise completion dates or compensation, or generate, change or confirm bank and escrow details. Those stay with people.

Which data protection laws apply to a developer’s AI agent?

In the UAE, Federal Decree-Law No. 45 of 2021, outside free zones with their own laws such as the DIFC and ADGM. In Saudi Arabia, the Personal Data Protection Law, in force since 14 September 2023. Both require care with consent and marketing.
