Most Gulf enterprises we meet bought Salesforce for a plan that has since changed. Teams moved, processes changed, add-ons were bought for projects that slipped. The licences stayed.

The guide in brief

Our short answer

Run a 30-day value review, then decide what to renew. Four weeks is enough to measure licence use, adoption, technical debt and data quality, and to turn them into decisions: reassign, re-fit, retire, fix, or invest.

Many reviews free budget. The best use of it is usually the thing your users were missing, and increasingly that is a first Agentforce pilot.

What each chapter concludes

  1. Licences

Licence use takes an afternoon to measure, and it gives the review its first hard numbers.

If you only read one thingFreezing a user does not free the licence. Only deactivating does. Check how many frozen users you are still paying for.

  2. Adoption

Every licence assumes someone will do their work in Salesforce. Adoption measures whether they do.

If you only read one thingMeasure what people do in Salesforce, not how often they log in. A daily login that ends in an export is not adoption.

  3. Technical debt

Every org collects debt: automation in retired tools, code nobody owns, fields nobody uses. It costs you in every release and every change request.

If you only read one thingWorkflow Rules and Process Builder still run, but Salesforce stopped fixing their bugs after 31 December 2025. Move them on your timetable, before a bug moves you.

  4. Data and AI readiness

Agentforce, reports and every integration read the same records. Clean data now belongs in the AI budget.

If you only read one thingAn AI agent repeats whatever your data says, in two languages, to your customers. Fix the records it will read before you switch it on.

  5. The renewal

Start 120 days out. The review needs four weeks, the decisions need people, and the paperwork needs time.

If you only read one thingBring usage evidence to the renewal conversation. A decision based on what people use is better for you and for your

Quick answers

Questions this guide answers

How do I find unused Salesforce licences?
In Setup, Company Information shows User Licenses, Permission Set Licenses and Feature Licenses with Total, Used and Remaining. A report on active users with no login in 90 days shows who is not using theirs.
Do frozen Salesforce users still use a licence?
Yes. Freezing blocks the login but keeps the licence assigned. Only deactivating the user frees it.
What happened to Workflow Rules and Process Builder?
Salesforce ended support on 31 December 2025. Existing automation keeps running, but bugs found after that date are not fixed. The replacement is Flow, with a Migrate to Flow tool for simpler cases.
What replaced Salesforce Optimizer?
Optimizer has been retired. Its suggested replacement is Org Check, a free, open-source tool from Salesforce Labs. It is not an official Salesforce product and Salesforce Support does not cover it.
When does Salesforce's financial year end?
On 31 January. Its first quarter of fiscal 2027 ended on 30 April 2026.
How long does a Salesforce value review take?
About four weeks with a small team. Start 120 days before your renewal, so there is time to make decisions and talk to your account team.
